The European Executive approves a further allocation of EUR 5 blln. to Romania
On Wednesday, 25 Feb., the European Commission approved Operational Programmes Human Capital and Administrative Capacity – two operational pillars of the Multiannual Financial Framework (MFF) 2014-2020, both of them being financed through the European Social Fund (ESF). So far, Romania benefits from five Operational Programmes approved as part of the MFF 2014-2020. If the Romanian authorities keep their commitments, the first project application sessions are expected to begin at the end of March. The absorption rate of the 2014-2020 EU funds could reach 10% by the end of 2015.
First calls on the Competitiveness Operational Programme (COP) available from the beginning of March
The Competitiveness Operational Programme 2014-2020, with a total operational budget of EUR 1.3 blln., will focus on boosting the research, development and innovation (RDI) processes and upgrading the information and communication technologies (ICT) infrastructure.
Romanian authorities estimate that the National Rural Development Programme (PNDR) will start in March
During the month of March 2015 a number of events concerning the evolution of European funds will take place. Although there is almost a year since the programme was sent to the European Commission, the approval is yet to be received. However, high level officials have assured the farmers that they will be able to access the 9.36 billion euros allocated to the Romanian agricultural programmes in March 2015.
Technical Assistance Operational Programme (POAT) 2014-2020 ready to begin
The Romanian authorities have created the Monitoring Committee and developed the approval mechanism for the projects that are to be financed through this operational programme. The purpose of the Technical Assistance Operational Programme (POAT) 2014-2020, which received a funding of EUR 212.76 mlln., is to ensure a process of efficient and effective implementation of European Structural and Investment Funds in Romania.
The European Commission criticises Romania in its 2015 Country Report
The European Executive believes that, due to the corruption of high level officials as well as the fraud in the public procurement sector, difficulties in the implementation of programmes during the MFF 2014-2020 may arise. In the field of European funding, the European Commission criticises Romania for its lack of institutional capacity as well as for the deficient coordination between the institutions and departments involved.
EUR 48.6 million for the ESPON 2020 Cooperation Programme
The aim of the EPSON 2020 European Programme, which covers the territory of all 28 EU member states, is to support research and policy development through territorial analyses and studies concerning European tendencies in various fields such as: changes in the labour market, changes in the investing climate, territorial dynamics, demographic changes, the impact of climate change on the EU territory.
